Khrushchev Names Date For Start

(Rec. 8 p.m.) MOSCOW, August 30. Moscow’s formal reply to Western proposals to begin negotiations on the suspension of nuclear tests was sent to the British and American Embassies in Moscow tonight.
The reply took the form of a covering note to a copy of the full text of an interview w Prime Minister (Mr Khrushchev) published m the Communist Party newspaper, Pravda, today. In the interview Mr Khrushchev said that October 31 was acceptable for opening talks with Britain and the United States on the suspension of nuclear tests.
Geneva should be the meeting place, and the duration of the talks should be limited to two or three weeks, he said. The aim should be permanent suspension.
