' Constitutional Changes IN.Z. Preu Association— Copl/rtffht> (Rec. 8 p.m.) PARIS, December 28. The Minister of Justice (Mr Robert LeCourt) told a Council of Ministers today that the leaders of most parliamentary parties had agreed on proposals for changes in the French constitution, aimed at giving greater governmental stability. Mr Lecoifrt, who presided at several meetings of a round-table conference representing all parties except the Communists and the Poujadists, said they were unanimous on three points: The procedure for votes of confidence should be altered to make it harder to overthrow* the Government. It should be made easier for the President of the republie to dissolve Parliament, either at the request of the Prime Minister or, in the case of a prolonged Cabinet crisis, on his own Inlative. Private members should not be allowed to propose fresh Government expenditure. The deputies have already surrended this right for 1958. The Government is expected to table a bill embodying the proposed reforms when Parliament reassembles after the New Year holiday on January 14.
