Nairobi Talks Fail '.N.Z Press Association—-Copyright) (Rec. 10 p.m.) NAIROBI, October 20. Government House announced yesterday that constitutional talks between Mr A. T. Lennox-Boyd, the Colonial Secretary, and representatives of all communities had failed to arrive at any agreed conclusion. Simultaneously, the African elected members of the Legislative Council said the talks had ended in a deadlock. The eight African-elected members had earlier demanded an additional 15 seats in the Legislature and have refused to participate in the Government. European members of the council said today they had agreed to recommend "some increase” in African representation.
