Citizens Gain Three Seats

TWO COMMITTEE CHAIRMEN DEFEATED

The Citizens’ Association has gained control of the City Council. On the preliminary count of votes on Saturday night, it gained 12 seats against the Labour Party’s seven.

In the previous council, the two parties had nine seats each, and there was one former Labour member who has acted ae an independent for about 12 months.

The Deputy-Mayor (Mr G. Manning) again headed the poll, and Miss M. B. Howard, M.P., was next on the list. Citizens’ candidates, including some new nominees, scored well in the next places. ’’

All the sitting Citizens’ Association councillors, with the exception of the Mayoral candidate, Mr W. S. Mac Gibbon. who sought re-election retained their seats, blit two sitting Labour councillors were displaced. They are Mr A. J'. Smith, who has been on the council only for a few months since the resignation of Mr J. E. Jones, and Mr J. Shankland, sen., who has been a councillor for three years. Mr Smith was chairman of the works committee, and Mr Shankland acted as chairman of the traffic committee for several months.

J*ew members are Messrs T. B. Burtt, M. R. Carter, K. H. Bartlett, W. L. F. Utley, R. G. Brown, a former councillor, and W. E. Olds, from the .Citizens’ candidates, and Mr M. A. Connelly, M.P., and Mr H. E. Denton, a former councillor, for Labour.

Two Labour members are at the bottom of the list of successful candidates and another is at the head of the unsuccessful candidates after the preliminary count on Saturday. With postal and declaration votes still to be counted, there could be changes towards the bottom of the list. Leading the unsuccessful Citizens’ candidates is Mr F. R. Price, and he is followed by Mrs A. Schumacher, another Citizens’ candidate. Separating the top Labour candidate and the Labour member with the fewest votes were 4461, and the margin between first and last of the Citizens’ candidates was 2890. The four candidates outside the two main parties fared badly. Leading them was Mr C. Baldwin, a former Labour councillor who stood as an independent with 5281 votes compared with 12,684 polled by the most unsuccessful Labour candidate Mr F. E. McNulty, a Communis* Party candidate, was at the bottom of the list with 1928 votes, Mr E. Yealands, standing in the name of Independent Social Credit, coming between him and his fellow Communist, Mr J. Locke, for whom 2491 votes were cast. With 80 booths counted at 10 p.m._ Labour led 11-8, dropped back to 10-9 with 100 booths counted at 10.30 p.m.. and at 11 p.m. (with 120 booths counted), Citizens led by 11-8. The final proportion of seats had been, reached with four returns still to come in at midnight, although the members in the last seats later altered. The three last returns were from temporary marquees and they were not received until about 12.45 a.m. The order of candidates was settled about 1 a.m. Voting was as follows, abbreviations being C. The Citizens’ Association won the four city seats on the North Canterbury Catchment Board. The one Labour representative on the previous board. Mr J. Shankland, sen .was fifth, more than 100 votes behind the last elected member. Another member of the o*d board, Professor L. W.
