Dr. Wellington Koo, the Nationalist Chinese Ambassador to the United States, said today that Nationalist China would fight to hold the offshore islands of Quemoy and Matsu “at all costs whether or not it receives assistance from the United States.”

In a speech to the Army and Navy Club in St. Petersburg, Dr. Koo denounced as appeasement suggestions that these islands should be surrendered to Communist China “in return for a cease fire or a pledge not to attack Formosa and the Pescadores.’’

“If Peking attacks these islands.” Dr. Koo said, “it will be a signal of its determination to make an all-out assault on Formosa and the Pescadores or a prelude to such an adventure.” Dr. Koo noted that the Congressional resolution of last January authorised President Eisenhower alone “to decide what to do or not to do in the event of a Commtinist attack on these offshore islands.”

The Government of the Republic of China, regardless of what the United States may or may not do, is determined to resist the invaders to J£ € . last man, and has full confidence that whatever the judgment of the President of the United States may be, it will have been taken with full consideration of all the vital issues at stake,** Dr. Koo said.
