New Proposals Put 1 . To U.N.

(Rec. 8 p.m.) NEW YORK, August 10. Mr Felix Berto Serrano, the Philippines’ delegate to the United Nations, said today that because of developments in Indo-China the United Nations should reaffirm its willingness to take collective action against aggression. Mr Serrano told the Committee on Collective Measures that events in Indo-China had upset the balance of power in Asia. He said that Asia would remain in a dangerous situation until a new balance of power was achieved. “Under these circumstances,” he continued, “a reaffirmation of the United Nations willingnrfs to undertake action must have a salutary effect.” He spoke in putting before the committee a joint paper agrefed upon by the Philippines and the United States which reaffirms principles for collective action. The paper was supported generally by France, Britain, Australia and other, committee members. The Soviet Union is not a member of this committee. The joint papers set forth these guiding principles:— (1) When the United Nations undertook action against aggression, the greatest possible number of nations should make prompt military," political, economic or financial contribution to the collective effort consistent with their individual resources. (2) Ways should be considered for co-ordinating collective action for an equitable sharing of sacrifices. (3) Nations should seek to obtain, through international bodies to which they belonged, all possible support for United Nations collective measures. (4) Collective economic and financial' action against aggression should include all practicable assistance to the victim and to the co-operating nations. (5) The Security Council and the General Assembly should use the arms embargo list and the list of strategic items prepared by the Collective Measures Committeg.
