(Rec. 11.30 p.m.) NEW YORK, July 20.

A report from Washington in the “New York Times” said today that the United States would issue a unilateral statement today accepting in principle the terms of the Geneva cease fire.

The report, which quoted diplomatic officials, said that the statement would acknowledge the Government’s “ability to respect” the United Nations Charter. The report added: “The decision to state the United States Government’s position on the agreement—probably by President Eisenhower at his news conference tomorrow —was disclosed after diplomatic intelligence established that the terms contained a clause permitting a free exchange of populations between northern and southern Vietnam.”
