Upper House President Locked In Room (Rec. 9 p.m.) TOKYO, June 5. Socialist deputies, angry over the controversial Government Bill to bring the ppliee force under central control, fodaylocked -the Upper House president, Mr Yaachi Kawai, in- his room to prevent i him opening this afternoon’s Parliamentary session. ; They claimed that Mr Kawai had not consulted the. House Steering Committee and had no right to call the session. Government members made no attempt to free Mr Kawai. Police riot squads-which broke up wild fights in ttte.
