The South African Prime Minister (Dr. Malan) forecast a fresh political struggle yesterday, when his bill to remove Cape Coloured voters from th* common electoral roll failed to get a third reading at a joint session of both Houses of Parliament. Dr. Malan said after the vote: “Now there remains one other course.” But as yet there is no official information on Dr. Malan’s next step. The general opinion last night was that he would seek to divide the Appeal Court into three divisions, each dealing respectively with criminal, civil and constitutional cases. The Government would then, it is suggested, appoint to the third division new judges likely to uphold Dr. Milan's contention that his electoral bill* do not require a two-thirds majority of both Houses of Parliament. The Government failed by 16 vote* to get the required two-thirds majority in the joint session yesterday.
