Sir Hugh Dow, chairman of the Royal Commission on East Africa, arrived in Britain by air today from Nairobi after a three and a half months' tour of Kenya, Uganda, and Tanganyika. “The main conclusion we reached is that communities no longer believe in government on the basis of the superiority of one race over another,” said Sir Hugh Dow. “The only hope for East Africa is a complete partnership of three races—African, Indian, and European.”
