The Foreign Secretary (Mr R A Eden) visited Marshal Tito in September when it is believed the invitation was issued.

Mr Nutting also told the House of Commons that Mr Eden had discussed with Marshal Tito and the Italian Prime Minister (Mr de Gasperi) the future of the Free Territory of Trieste.

Mr Eden had not advanced any coricrete proposals for a solution, but it remained the policy of the British Government to encourage a settlement of the problem by arbitration. He added that the Government still hoped that direct discussions might take place between the parties which would lead to a settlement.
