A study group of the Royal Institute of International Affairs warned in a book published today against the danger of increasing the tear of the Soviet Government that the capital!,t world is destined to attack Russia. The group's views are given in the book "Atlantic Alliance," which reviews the role, of the North Atlantic Treaty Organisation. The book states: “The fact has to be faced that the Atlantic Powers, in trying to remove the fear of aggression and occupation, which has been one of the main sources of the power of the Soviet. Union to influence events beyond its frontiers, may increase to the point of danger the long standing fear of the Soviet Government that the capitalist world Is destined, by its very nature, to attack them.

“In an effort to exploit the post-war situation and the weakness that the Western Allies showed them In 194948, Soviet policy has created exactly what its doctrine said would emerge anyhow—an armed coalition against the socialist fatherland.” The group said it saw no reason to revise the view that the Soviet Government and its Chinese allies wished, for the time being, to avoid a world war; but it recognised that the risks of miscalculation and misinformation in the Kremlin might be greater than was once thought. The group said that the cold war must be expected to continue for a long time and urged closer consultation and planning in foreign nolicy for Europe and towards the Soviet Union.
