RUSSIAN POLICY ANALYSED
LONDON, October 6. Mr Malenkov’s and Mr Stalin’s statements at the Communist Party Congress are taken in London to indicate that the Soviet Union would now follow the policy of sitting back and watching the world disintegrate under its economic stresses and strains. At the same time Russia would make every effort by diplomacy and propaganda to support neutralist tendencies in the West and encourage a split with the United States.
