"The department, before continuing negotiation*, hag asked whether the board would allow the effluent from the process to discharge into the drains in the vicifi- ’ ity. “From information before the committee it is apparent that the effluent from this process is quite unsuitable for discharge into an open drain in a thickly populated area. The sewerage system in this locality, as is well known, is overloaded, and this, too, cannot therefore be m’de available to take this trade waste."
