(Rec. 9 p.m.) TOKYO. April 15. Emperor Hirohito called on General MacArthur to-day at the American Embassy to say farewell. The Emperor’s visit broke all precedents. It was the first time the Japanese sovereign called on a private

foreign citizen not holding an official capacity. It was the Emperor’s eleventh call on General MacArthur during the General's five-and-a-half years in Japan. Elaborate plans to send off General MacArthur on Monday are in hand. Announcements to-day indicate that General MacArthur—whom the Japanese considered to be their uncrowned ruler since the day he landed there five and a half years ago—will leave Japan amid a farewell pageant unequalled in Japan's post-war era. The 10-mile departure route from the Embassy to the airport will be lined by British and American troops and Japanese police. The Prime Minister (Mr Yoshida) called on General MacArthur to-day to express thanks for meritorious service, in the reconstruction of Japan while in office. All Cabinet ministers now on local election campaigns have been ordered to return to Tokyo for a farewell to General MacArthur.
