Four
(Rec. 1015 p.m.) PARIS, April 11. The Foreign Ministers' Deputies, at their 28th session to-day, talked for five hours —the longest yet—but again failed to come within sight of an agreement on an agenda for a Big Four meeting.
Dr. Philip Jessup (America) suggested that the deadlock might be solved by having an agenda with broad headings. instead of listing items in a prearranged order, which was causing the present delay. Mr Gromyko (Russia) did not take up the suggestion, but immediately launched another long attack against the North Atlantic Treaty and American bases overseas. These were evidence of aggressive intentions and were directed against the Soviet Union, he said.
