The “Daily Telegraph” says that Britain suggested this as the best way of promoting official, detailed discussions without loss of time. The British proposal also gives the formal approval of Britain, as an occupying Power in Germany, to negotiations on the plan. “The Times’’ says that one of the major questions for the British Government is whether decisions of the proposed international industrial authority would conflict with national planning for full employment.
