DUTCH CRITICISE CHANGES
<R~c. 9.30 p.m.) THE HAGUE. May 23. The Netherlands Government to-day accused the Indonesians of using unconstitutional means to achieve a change in the structure of their republic. The Netherlands Government also said it was concerned about the difficult position of Dutch private enterprise in Indonesia, and about the deterioration in the living conditions of many Dutchmen there. The Netherlands Parliament will debate the matter later this week.
