“The Canadians will argue that the only alternative to continued American financial help for Britain and Western Europe is a modification of American trade policy, which would enable Britain and Europe to sell more to America.

“The Canadians will tell the British delegation just as frankly as the Americans that they will be wise to postpone any further experiments in nationalisation, and to examine the possibility of economies in their social security programme. They will also urge Britain to disentangle itself from the network of bilatcrial trade pacts in which it is now enmeshed.”
