FRENCH PLANS FOR INDOCHINA
PARIS, February 23. ' The return 'to Indo-China of Bao Dai, the former Emperor, has been approved by the French Cabinet in an effort to end the war there. The National Assembly on March 11 will debate the matter. France hopes that Indo-Chinese Nationalists who seek independence will rally round Bao Dai and stop their armed resistance to the French troops, which has lasted three years. It is known that the plan includes a great degree of autonomy to a regime under Bao Dai.
