“BILL NOW BEING WRITTEN ” (Rec. 12.4 a.m.) NEW YORK, Feb. 21. “Mr Truman will seek new authority to transfer non-surplus military equipment to Western Europe and other areas overseas,” says the Washington correspondent of the “New York Times” (James Reston). “An arms bill is now being written by the State Department. It seems likely that it will go before Congress in March or April, and that the State Department will be charged with deciding which nations ’will get arms and in what amounts and priority.” “The United Press says that the amount sought for non-surplus military equipment is from 1,200,000,000 dollars to 2,000,000,000 dollars. A *l5lll requesting this amount will go to Congress as a “trailer” to the proposed North Atlantic Pact.
