SECURITY COUNCIL SHELVES ISSUE NO VOTE TAKEN ON SOVIET RESOLUTION (N.Z. Press Association—Copyright) (Rec. 7.45 p.m.) NEW YORK, Feb. 21. The Ukranian delegate (Mr Vassili Tarasenko) accused Britain and the United States in the Security Council to-day of deliberately thwarting any attempt to find a governor for Trieste. He repeated Russia's earlier charge that, the reason for this “violation” of the Italian peace treaty was the desire of Britain and the United States to maintain military bases in Trieste. Mr Jacob Malik (Russia) said that the British and American action was just part of their general policy of not respecting agreements. He added that Russia last summer had approved one

of the Western candidates for the governorship but that Britain and the United States had then backed out. iMr Malik did not give the name of the candidate.

Mr Warren Austin (United States) accused Mr Malik of indulging in vilification and spurious accusations. Mr Guy de la Tournelle (France) said that it was strange to find the Soviet delegate—considering his country’s record—trying to give the Coun cil a lesson in high political moralit* on the observation of treaties. The Council then dropped the Tries’ < question without voting on the Sovie 4 resolution proposing that Colonel Flueckiger. of Switzerland, should be governor.
