U.S. UNDERSECRETARY OF ARMY RESIGNS
(Rec. 9 Pin.) WASHINGTON, Feb. 19. The White House to-day announced the resignation of Major-General William Draper as Under-Secretary of the Army. He will leave the Government service on February 28 to enter private business. Major-General Draper was appointed to bis present post in October, 1»«.
