The Ministers, representing nine Western European nations, agreed to establish a new executive council ol eight statesmen of Cabinet rank under the chairmanship of the Prime Minister of Belgium (Mr Paul Spaak) They also approved recommendations from the secretary of the Organisation for European Economic Co-oper-ation (Mr Robert Marjolin) for combining and tightening up the subcommittee structure.
