RECRUITING CAMPAIGN LAGGING (Rec 7 p.m.). LONDON, Feb. 17 Unless there was a substantial improvement in the next few weeks in recruiting for Britain's Territorial Army, the national campaign would close in March with about 75,000 having volunteered—roughly, half the number required, said the Secretary State for War (Mr E. Shinwell). The strength of the Territorial Army end °f January was 69,50TG0,882 men and 8625 women.
