EASTERN AND WESTERN PLANS (Rev. 7 p.m.) LONDON, December 13. The Berlin correspondent of the British United Press quotes the Britishlicensed German news agency as saying that a new Berlin City Assembly for the eastern sector will be established before Christmas. The agency said that the Russians had instructed Mr Fritz Ebert, Lord Mayor of the Russian-sector city government, to call a special meeting for the purpose on December 21 or 22. The correspondent also quotes British officials in Berlin as saying that western Berlin may soon be co-ordin-ated into one sector with a central administration by the legally-elected City Council and a tripartite Kommandatura.
