APPEAL PY PRESIDENT RQXAS (Rec. 9 p-m l MANILA? March 21. Urging “all peaceful natfopg to follow the Uniteq Skates and to full capacity to avert a third world war,” President Roxas, in a speech at Santo Tomas University, fo\dgy gtfochpd Russia and said a, political fifth ppjumn was operating in practically pvpry country to tear down democracy and pave the way for Communism. The present international situation is believed to have been the subject of a conference yesterday between Rresir dept Roxas and the United States Ambassador (Mr Emmet Q’Neal). Although no arinouncemeat was made, it was reliably learned that the Maiacan Fplace and Embassy are closely watching current developments. Three Soviet nationals, found to be undesirable aliens, were to-day ordered to be deported by the Philippine Secretary of Justice.
