COUNTER-PROPOSALS BY FINLAND
(Rec. 7 p.m.) HELSINKI, March 16. The Parliamentary Foreign Affairs Committee has drafted counterproposals to Russia’s proposals for a treaty. The British United Press says it is understood that the counter-proposals ask that the agreement should be signed for 10 instead -jf 20 years and that it should be effective only in the event of war.
