SOVIET-FINNISH TREATY
MR PAASIKIVI WRITES TO MR STALIN HELSINKI,. March 15. The President of Finland (Mr Paasikivi) told Mr Stalin in a letter that Mr Stalin’s proposal for military clauses in a Soviet-Finnfch treaty was opposed because Finland wanted to remain outside international conflicts. Mr Paasikivi Said: “We want to fulfil the clauses of the Soviet-Finnish peace treaty and maintain friendly relations between our countries. Therefore we have accepted your proposal to enter into negotiations,” Reuter learns that tjie Finnish Government has instructed its delegation to urge that in the event of war Russian forces would be sent to Finland only at the Finnish Government’s specific request, and that Finland’s forces should be used only within Finnish territory.
The delegation will also seek a reduction in Finnish reparations to Russia. e
