(Rec. 7 p.m.) NEW YORK, Nov. 18. The United Nations General Assembly last night decided to ask the Security Council to reconsider the membership applications of six nations which Russia vetoed—Transjordan, Italy, Finland, Austria, Eire, and Portugal. The Assembly also endorsed a resolution recommending Big Five consultations on the question of membership. In addition, it approved a Belgian resolution, indirectly aimed at the Soviet Union, asking the International Court of Justice to pronounce whether applications for membership could be opposed by any member State on grounds other than those expressed in the Charter.
