RICCARTON BUSH BILL

DISAGREEMENT BETWEEN HOUSES

(P.A.) WELLINGTON. October 29. Mr Speaker «Mr R. McKeen) reported to the House of Representatives today that the Legislative Council had insisted on its amendments to the Riccarton Bush Amendment Bill and had presented its reasons for so doing. The Council, in its message to the House, said two points arose from the difference of opinion between the two chambers, first,' the right of the Council to amend a local bill, and second, the desirability or necessity of the amendments which the Council had made. f “It must be made clear that the Legislative Council has not only the right but also the duty laid upon it to amend any bill, whether it be a Government measure, a local bill, or a private bill, if in the opinion of a majority of the members of the Council an amendment is necessary or desirable,” said the Council’s message. Mr S. G. Holland (Opposition, Fenualton) moved that the House disagree with the reasons advanced by the Council for its amendments and request a conference with representatives of the Council to discuss the question further. The House accepted Mr Holland’s motion, those appointed to represent the House at the conference being Messrs Holland, A. McLagan (Government, Riccarton), and J. T. Watts (Opposition, St Albans).
