Professor Enrique Rodriguez Fabregat (Uruguay) urged, subject to reservations about the non-inclusion of Western Galilee in the proposed Jewish State as well as the exclusion of Jaffa from the Arab State, that the proposals of the special Palestine Committee should be adopted as a basis for discussion. He said he would, as an emergency measure, submit a resolution providing that immediate and free immigration to Palestine be granted to 30,000 surviving children of the “drama of Europe,” the children’s parents, and all pregnant women.
