MODIFYING THE VETO
PROPOSAL SUBMITTED BY CHINA (R “; n. 30 p.m.) NEW YORK, Oct. 1. x, c ,P a ., * l ? s filed a resolution urging the United Nations General Assembly to recommend that the Big FiVe voluntarily surrender the veto right in cases involving the peaceful settlement of disputes. ♦ China also proposes that whenever a single Big Power uses a veto, a majority of the Security Council may then consult among themselves on how to carry out the Charter’s obligations and may even jointly call a special session of the General Assembly. The “New York Herald Tribune” says it is understood that China prepared its resolution without consulting other Big Five Powers. It a’dds that it is the most far-reaching proposal yet made for modification of the veto and may become the basis for Assembly action.
