(Ha); «'p.m.) MELBOURNE. Sept. 18. Shipping off the Victorian eoast has been almost halted by winds which reached 70 miles an hour early to-day and are still blowing strongly. The seftg in Bass Strait h&Ve forced all ships to shelter. Damage to ’rottfs ot farmhouses amoutits to thousands of pounds and electric ahd telephone lines are down in many parte of the State.
