RUSSIAN TROOPS IN RUMANIA
REPORTED PROVISION IN TREATY 'Rec. 7 p.m.) LONDON, August 24. The Bucharest correspondent of the Associated Press says that it is authoritatively learned that the peace treaty which Parliament ratified on August 22 provides that the Russians may maintain troops in Rumania to keep open communications to Austria until •he Austrian treaty is ratified. Actually, he adds, the Russian occuSation of Rumania is supposed to end ) days after the exchange of the instruments of ratification.
