PROPOSALS FOR INDO-CHINA
FRENCH GOVERNMENT SAID TO AGREE (Rec. 7 p.m.) PARIS, August 21. The french Government has agreed on peace proposals for Indo-Chlna. The terms will be approved at a special meeting of the Cabinet to-day or tomorrow. Well-informed sources say that the terma represent an agreement by the Government to negotiate with Dr. Ho Chi Minh, the Vietnamese national leader, and other Vietnamese leaders—a radical change in Government policy.
