CHINA DEMANDS REPARATIONS

MEMORANDUM FROM NANKING

LOW LEVEL OF JAPANESE INDUSTRY SOUGHT (N.Z. Press Association—Copyright) (Rec. 7 pm.) NANKING, July 27. The Cqntrol Yuan—which under the new Chinese Constitution will occupy a position similar to the United States Senate—to-day demanded that China be given half the gold bullion, diamonds, precious metals, and cloth now held by the Japanese Government. The demand was made in a memorandum which said that China's share —amounting to 137.500,000 United States dollars—should be paid to China as reparations and used for stabilising the Chinese currency. The memorandum, which will be submitted to the Cabinet and used as a reference when China’s policy at the Japanese Peace Conference is formulated. also asked the Chinese Foreign Office to oppose vigorously General MacArthur’s plan to maintain Japanese industry at the 1930-34 level, stating instead that it should be kept below the present Chinese level. The memorandum also demanded:

(1) That all Japanese industrial equipment exceeding the present Chinese level should be removed as to China. (2) After the peace treaty is signed, China should participate in the occupation of Japan to help to eliminate militarists and monopolies. (3) The treaty should provide for the permanent demilitarisation of Japan.
