TOKYO, July 2. Commonwealth officials said to-day that they were completely astonished by the tone and content of the statement, issued yesterday by a spokesman for the Supreme Command, on the proposed Japanese Antarctic whaling expedition and the Angaur phosphate project One spokesman said he agreed with the Supreme Command that both subjects had been matters of discussion between the interested Governments; before the Supreme Command, with the United States Government’s approval, gave the necessary authorisation, but what the Supreme Command did not say was that the discussions, especially as far as a whaling expedition were concerned, were still far from completed. The whaling expedition. involving both economic and military security for Australia and New Zealand, as well as implied predetermination of a matter which should properly be for the peace treaty discussion, was still a subject for strong protests.
