JEWISH AGENCY’S STATEMENT

REQUEST TO SPECIAL UNO SESSION

(Rec. 8.30 p.m.) NEW YORK, April 15. The Jewish Agency for Palestine has issued a statement urging the United Nations General Assembly at its forthcoming special session to call on Britain to reopen Palestine immediately to Jewish immigrants pending a final settlement of the problem and to remove the “existing racial discrimination which restricts Jewish settlement."

The Truman Administration’s view is that the United States. Britain, and the Arab States should not be members of the commission which will be appointed to study the Palestine problem, says the “New York Times” correspondent, James Reston, referring to the special session of the General Assembly on April 28. Britain, it is reported. concurs, but the Arab States refuse in advance to accept the United Nations’ decisions on Palestine and about the only thing that can be said with assurance now is that the British will not agree to be the sole instru, ment for enforcing any decision. The Truman Administration now appears to feel that it will have to help implement any Palestine policy that ultimately gets the approval of an overwhelming majority within the United Nations. The United States has been in the position of being able to recommend policies which the British were expected to carry out and has not had to argue its recommendations before an international tribunal but now that the Palestine case is before the United Nations America’s policy is becoming more cautious.
