RESPONSIBILITY FOR . SIGNING DEMAND BY SOCIALIST UNITY PARTY (Rec, 7 p.m.) BERLIN, March 19. After the Soviet sponsored Socialist Unity Party had demanded that all German parties should sign and take responsibility for the peace treaty. Dr. Kurt Schumacher, the leader of the Social Democratic Party, said the suggestion was sheer irresponsibility. The Socialist Unity Party stood for the same totalitarian methods as the Third Reich. Social Democrats were being persecuted in the Russian zone. Dr. Schumacher- said his party would consider joining the Socialist Unity Party if it declared itself opposed to the dismantling of German factories in the eastern zone, ceased using force and supported the return of Sovietised factories to Germany.
