On the ground that there was no extradition treaty between the two countries, the United States has rejected the Russian request that it should extradite Mr Kuril Alexsiev, a former official at the Russian Embassy in Mexico City, who criticised the “dictatorship” in his homeland.

Moscow subsequently charged Mr Alexsiev with the embezzlement of State funds and asked that he be surrendered to stand his trial.
