ARBITRATION BILL FOR AUSTRALIA
(Rec. 10 p.m.) CANBERRA, Jap. 14, For the first time the introduction of a secret ballot before direct industrial action is taken by a union has been considered seriously by the Commonwealth Government. Provision for secret ballot is contained in the draft Arbitration Bill, submitted to the Government by the Australasian Council of Trade Unions and discussed by Ministers with the Labour Party’s indus-
trial committee. Previously Ministers have scorned secret ballots as impracticable, pointing to their failure in Queensland. A battle in caucus is expected, as the proposal will not be approved by Left wingers. Other sections of the draft bill are considered by many to be beyond the Commonwealth’s present constitutional powers.
