BLUM ANNOUNCES NEW CABINET

PARIS, December 16. Mr Leon Blum, the French Socialist leader, has formed a Cabinet with himself as President, Prime Minister, and Minister of Foreign Affairs. Mr Blum, in announcing the Cabinet, said that he had formed a Government at all costs because a continuation of the crisis would have been fraught with peril for the ipstitutions of the French Republic. Portfolios in the Cabinet have been allocated as follows: Minister of National Defence—Mr le Troquer.
