RUSSIAN PRODUCTION PLANS
CHANGES IN MANY DEPARTMENTS LONDON, September 19. “The ability to get things done has become more important than ever in Russia, which plans to treble production above pre-war level, and at the same time keep party efficiency and ideology at a high pitch,” says the Moscow correspondent of the Associated Press. “New names and faces are much in evidence in Government departments, the party organisation, industry, and agriculture. “A decree has been adopted changing commissariats to ministries, which are increased from 43 to 60 by the subdivision of unwieldy departments and the creation of new ones. The whole Communist Party system has been streamlined. Many party leaders have been removed for incompetence and dishonesty. “Heavy industries’ workers have been given money grants to pay for increases in comfort and amenities to improve their work.”
