Bell is at least right in claiming that New Zealand has no modern prisons* An Article in the “Christian Science Monitor” (magazine) last month, describes such a one at San Quentin, California. Here, for six weeks after reception, every prisoner is studied and tested “to discover what are the' man’s potentialities for successful return to society, and to find any confirmed criminal tendencies which may require longer or special treatment.” Every federal prison in the States, also, is said to have the same plan—“diagnosis,” in short, and “treatment,” exactly what the Howard League for Penal Reform keeps asking for. And isn’t it only common sense? Such a method would obviously be likely to protect society far better, than our simple mass confinement without individual examination and help.— Yours, etc., MODERN.
