OBITUARY
MR JAMES CHAPMAN The death occurred recently at Waiau of Mr James Chapman, a highly-respected member of the farming community in North Canterbury Mr Chapman /as 70 years old. For the last 40 years Mr Chapman had lived on a farm at Waiau which he purchased in the land ballot for the Annan settlement. He was engaged m road construction for the Amuri County Council for many years. He also undertook contracting work for the Public Works Department and constructed the first three miles of railway line formation between Culverden and Waiau. In recent years he confined his activities solely to farming. . Mr Chapman is survived by his widow and two sons, Messrs Deo Chapman, Kaikoura, and R. R. Chapman, Ruatoria, North Island. THE REAL DICTATORS Who are the unseen dictators? Who really rules New Zealand? Before casting their votes on September 25, New Zealand electors should ponder these two questions. Theoretically, this being a democratic country, Parliament is supreme. But Mr James Roberts, President of the Labour Party, said in 1940: “The rank and file of the Labour Party must not allow M.P.’s to behave exactly as they please. . I appeal to you delegates to keep control over your Parliamentarians. We sent the M,P.’s to Parliament to do a job. If they won’t do it, we will get men who will.” With “Big Jim” in the saddle, Parliament is not the supreme authority. The authority, in fact, is wielded by a small group of men who control the real sources of the Fraser Government’s power. If this power were exercised by the vast majority of trades unionists it would not be harmful, but the voting strength of the large unions is utilised for their own purposes by a small coterie of clever, aggressive, and ambitious men. It is they who rule New Zealand. Those who prefer their destinies to be in the hands of such men, who have in several instances risen to affluence under the Fraser-Rob-erts-Walsh regime, will Vote Labour again on September 25.
