PUNISHMENT BY CANE
Sir,—Mr Cooper should )8e congratulated upon bringing the question of flogging before the board of the Waitaki Boys’ High School and the public. Dr. Cyril Burt, the eminent London psychiatrist, says, “When all is said, in 99 cases out of 100, corporal punishment, however inflicted, is likely to make the incipient transgressor not more penitent but more furtive and defiant.” Mr Justice Hawkins declared, “If you flog a mgn, you make a perfect devil of him.”' To say that the abolition of flogging would “let the school down” is ridiculous; I would say, rather, its retention shows a weakness in the power of the staff to command respect. We are repeatedly told we cannot make a man sober by act of Parliament, but here an attempt is being made to reform by torture!
