HOSTILITY TOWARDS BUDGET

LABOUR IN NEW SOUTH WALES SYDNEY, September 27. _ Although the average wage-earner is satisfied with the Federal Budget, having regard to what his fellow men are paying in other British countries, there is increasing evidence that the militant Labour movement in New South Wales intends to foster a hostile move, particularly against compulsory loans. Labour Council officials, Messrs F. Kelly, J. Carney, and J. Maloney, each voiced disapproval of this form of taxation, and predicted industrial trouble if it were persevered with. Mr Kelly said that working men on paltry wages were not prepared to stand further inroads on their living standards. Mr Carney declared that men working between 60 and 70 hours a week for say £lO a week were being taxed to the same extent as civil servants, who were working only 40 hours. Naturally, they were asking themselves whether it was worth while continuing to sacrifice their health by working excessive hours. Business circles are of the opinion that the Budget will have the effect of considerably reducing spending power and restricting business, particularly time payment transactions. WAR MATERIALS FOR CHINA ♦ LONDON, September 26. Reporting an increasing flow of war materials to the East, the "Times of India” states that Burmese communications will be tested to capacity. In addition to the Burma Road, waterways and railways will share the traffic Chinese officials of the South-West-ern Transport Company and American specialists are now in Burma collaborating to expedite the traffic. The Burma Road will be more fully developed, but new highways to China are required, including efficient routes from Assam. CAPTURE OF CHINESE CITY (Received September 28, 8.15 p.m.) SHANGHAI, September 27. The Japanese have announced the capture of Changsha, in the Hunan Province. An offensive against this city was launched by the Japanese last week. , ~ . Major-General Tokusaburo Akiyama officially announced that the occupation of Changsha was completed on Saturday evening. Major-General Akiyama is conducting foreign correspondents to Changsha on Monday to inspect the city and the front line in the fighting in Hunan Province.
