COMMITTEES v ELECTED SEVERAL CRITICISMS MADE HOUSEHOLDERS’ MEETINGS HELD Elections of committees in all the school districts under the jurisdiction of the Canterbury Education Board were held last evening and reports were presented on the activities of the last two years. In most cases good -regress was recorded with many improvements in facilities and equipment. • -fjje dental clinic service in schools was warmly praised at most meetings and special appreciation of the work of the nurses was expressed. The financial aspect came up for discussion in several instances, some committees feeling- that they should be released £o m the responsibility of collecting tbe'fees by placing the service under the social security scheme immediately. The abolition, by the Education Department, of individual term reports was also criticised in a number of cases, householders considering that this prevented a periodic gauge of the child’s progress being obtained. One committee made serious objection to the supplying o± pasteurised milk to children because it was considered that the best elements in the miiv were destroyed in the process. The apathy of parents to school interests was the subject of general criticism, but it was considered that m most cases it was a sign of satisfaction rather than lack of interest. The introduction of religious instruction in some schools was reported to have been carried out very successfully. Reports of the meetings follow. ADDINGTON Reference to the approaching golden jubilee of the school in 1941 was made in the report at. he Addington School. It was mentioned that although the ffhni had already existed in the district for more than 50 years the annxversary was being observed from the time when it became ah entirely separate entity from the West Christchurch School. Comprehensive celebrations were being planned for next year. There was a . small credit in the No 1 account, and a small debit in the No. 2 account. . , , , The following committee was elected: —Messrs B. Sloan (chairman), G. Wear (secretary and treasurer), J. S. Barnett. A. Coburn, T. Falkinder, T. McGee. P. Ring, A. Stanley, F. Weeber, S. Wootton. BECKENHAM Disappointment was expressed by those attending the meeting at Beckenham at the apathy of parents in general towards matters affecting the education of their children. Only one householder, apart from members of the committee, attended the meeting last evening. Mr F. C. Green presided. If, was stated that in spite of this apathy ‘ the- first£loo had been raised loathe proposed assembly hall at the school, and in addition an offer of electrical equipment of a value of £SO had been made by Mr H. C. Urlwin. The 'average roll number for the school was 504. The following committee was elected:—The Rev. N. R. Wood (chairman), Messrs H. L. Wilson (deputy-chair-hah), C. S. Cooper (secretary), S. H. Clark (treasurer), F. C. Green, I. M. Dey, ,G. T. Cotton, C. Everest (and one to be elected!. BELFAST Mr W. P. Spencer was elected chairman of the Belfast School Committee lor the twenty-ninth year in succession at the annual meeting of householders last evening. This will be Mr Spencer’s forty-fourth year as a member of the committee. The following: new committee was elected, with one vacancy yet to be filledI—Messrs 1 —Messrs Spencer (chairman), F. G. Farquhar (secretary), H. R. Harris, D. A. Mason. Edward McFadden, E. T. iWilson, W. G. Brown, and D. Bruce'.

EAST CHRISTCHURCH Only three householders attended the meeting at East Christchurch, and the committee was re-elected unopposed. “Since last election, the infant school has been erected, and the staff are working under most favourable conditions,” said the report. “With the two buildings the district now possesses one of the most up-to-date schools in Canterbury, and, in fact, this block type is specially favoured and copied in other districts.” The financial statement showed that there was a balance of £54 in the general account, and that in the special account there was a balance of £l9B. The new committee is: Messrs R. P. Hampton (chairman). T. S. Bishop, S. J. Green, J. D. Gray, W. A. Mann, H. E. Stevenson, V. K. Thompson, B. M. West, S. Baird (secretary and treasurer); delegates to School Committees’ Association. Messrs Mann and Baird. ELMWOOD Thirty-five householders attended at "the Elmwood School. Considerable discussion -was raised on methods to improve the standard of athletic instruction fni the children. It was held that the duties of the staff did not leave them time to undertake the training of children, and it was decided to seek outside assistance in the task of coaching. The following committee .was elected:—Messrs E. A. Lee (chairman); K. B. Macrae (treasurer); H. F. Baird (secretary); S. Balfour, E. T. Beaven, A. T. Bell, A. C. Brassington, A. L. Joyce, and W. T. Langley. Delegates to School Committees’ Association, Messrs Langley, Joyce and Beaven. FENDALTON Those attending the meeting at the Fendalton School stood in silence as a mark of respect to Mr A. E. Byrne, a former chairman of the school committee, who died recently. The chairman’s report stated that three new classrooms had been erected during the year, qjid the Education Board had also made available a staff room, a library, and a store room. A dental clinic was also needed, but the committee felt that its financial position was not sufficiently strong to justify it. The No. 1 account showed a debit of £26 8s Id, and the No. 2 account a credit of £216 Is 2d. The following committee was elected: Messrs N. D. Bowman (chairman), A. G. Gurnsey (secretary), J. Pottinger (treasurer), P. Liebert, A. O. Wilkinson. T. H. Langford, H. S. Feast, and T. Mills. HAREWOOD An appeal to parents to take a more active interest in the school’s dental clinic was made by the chairman, Mr G. B. Gumming, at the annual meeting of householders of the Harewood School district. Mr Gumming said that the committee deplored the lack of interest shown by parents in the excellent work being done at the clinic. Comment was also made by Mr Gumming on the improvements that had been made to the school buildings and grounds, which, he said, were in good condition. There had been little change in the roll number. Nine householders attended the meeting. The following committee was elected: Messrs A. D. McConnel (chairman), R. D. Murray, H. Reynolds, R. Harris, G. B. Gumming (secretary). LYTTELTON DISTRICT HIGH SCHOOL The annual meeting of householders was held last evening in the Lyttelton District High School. Mr W. Lester took! the chair. Disappointment was expressed at the poor attendance. The secretary’s report stated that the Education Board and the Government had been approached about the building of a new school, the cost being about £23,000. The Education Board had also been approached for new fireboxes for the school heating system. The chairman reported that considerable sums had been spent on the school library, and the school now had a library to be proud of. A cinematograph machine had been ordered and paid for through the Education Board. , The chairman also reported that he had accompanied, Mr J. Burrell, a member, of the "'committee, arid the headmaster (Mr R. C. Adlam) on an inspection of the school, and the report submitted was that the school was in a shocking state of repair; and since the building would be in use for a long time before the new school was built, it was essential that repairs be carried out as soon as possible. It was decided to refer this to the incoming committee. The chairman also reported that 136 children were on the dental clinic list, and only 53 were paying. The balance-sheet showed a credit of 7s 2d in the No. 1 account, and a credit of £24 in the No. 2 account. The following nine reminees for the committee, being the required number, were duly elected:—Messrs D. G. Miller, E. Matheson, R. M. Shepherd, M. J. Burrell. G. Ticehurst. J. E. Hemsley; W. A. Geayley, J. F. Geayley, and A. E. Sanders. The meeting passed a motion regretting the absence of the headmaster, Mr R. C. Adlam, and also that no report was available from him. _ At a meeting of the committee, Mr

D. G. Miller was unanimously elected chairman, and Mr A. E. Sanders as secretary. LIN WOOD AVENUE Hearty approval of the suggestion that a parents’ association should be formed to permit closer contact between parents and staff was expressed by the Linwood Avenue householders. Mr J. Barwick was in the chair, and there was an attendance of more than 60. This was preceded by considerable discussion during which the headmaster (Mr D. T. McCormack) received support for an idea that threepence a week be paid by each family, the fund to be used for improved facilities for pupils. Parents were heartily invited to visit classrooms. The report showed the assembly hall to be a financial asset to the committee, £304 14s 4d having been obtained from this source during the last two years. The roll number was 523, and the attendance had been exceptionally high. The balance-sheet showed a credit of £6 10s Id in the No. 1 account, and £197 3s 3d in the No. 2 account. From this latter amount a sum of approximately £l3O has yet to be deducted for the dental clinic building. The following committee was elected:—Messrs D. A. E. Benson (chairman), R. J. Roberts (secretary), R. H. Hudson (treasurer), R. T. Bailey, F. Bowling, M. W. Davies, A. N. Keith, R. McPherson, and P. A. Wentworth. NEW BRIGHTON DISTRICT HIGH SCHOOL Dr. W. T. Glasgow presided over an attendance of more than 120 at the meeting of householders at the New Brighton District High School. The chairman said that the attendance at the South school had increased rapidly and certain of its older pupils were compelled to attend the main school, but arrangements were in train for the purchase of land for the erection of a new school. The sum of £44 had been raised during the year by a concert and a fair and the finances were in a satisfactory condition. The following were elected: Messrs S. Cook (vice-chairman), B. H. Dean (treasurer) Dr. W. T. Glasgow (chairman), A. B. Grant, Mrs M. B. Grant, Messrs L. R. Hurrell (secretary), F. W. Larcombe, M. W. Rhodes, and D. S. Turner. NORTH NEW BRIGHTON At the North New Brighton School more than 200 householders attended. The Deputy-Mayor (Cr. J. N. Clarke) presided. The financial statement showed a credit balance of £l9 3s Id in the general account and £25 0s lOd in the special account, making a total credit of £44 3s lid. The headmaster (Mr V. W. Colville) reported that the school had a staff of headmaster, nine assistants, one probationer, and one supernumerary. To maintain its standard it vould be necessary to maintain a roll of 391, and he hoped that within a few months the roll would be 400. The school savings bank scheme was adopted in 1935, and since then £291 6s 3d had been deposited in the bank. The following committee was elected; Messrs A. E. Marriott, A. Florence, E. Kibblewhite, F. S. Norrie, J. Sands, W. B. Short, R. Snell, W. E. Wilkins, and S. Stevens. Mr A. Florance was elected chairman, Mr F. S. Norrie secretary, and Mr E. Kibblewhite treasurer. NORTH LINWOOD Speaking to the report at the meeting of householders at North Linwood, the chairman (Mr A. Robertson) emphasised the difficulties that were being experienced in keeping the grounds in order. However, the committee had approached the Hon. D. G. Sullivan in the matter, and he had promised to endeavour to secure labour for the purpose. A keenly-felt want, and one that would probably be revenue-producirig, was that of an assembly hall, he continued. It was stated that £25 had been put into a reserve account for this purpose. • The report showed the roll number to be 567 as at the end of September, and the average on which the grading was arrived 561. This meant an., advance in grading from 7B to 7G.' The balance-sheet of the No. 1 account showed a credit of £ll 12s 4d, No. 2 account £2B 13s 6d; dental account £1 12s lOd, and the reserve account £25 10s 2d. The following committee was elected: —Messrs A. Robertson (chairman), R. C. Stone (secretary), H. A. Stone (treasurer), G. Graham (dental secretary), S. H. Thelning, F. Poole, M. White, F. W. Bines, and Mrs R. O. Cairney. OPAWA The formation of a, parents’ association was recommended to the new committee at the meeting in the Opawa School. About 20 .attended, Mr F. H. Dephoff presiding.During the discussion, Mr Dephoff and others, including the headmaster (Mr C. W. Allard), emphasised that an apathy existed airiong the parents towards the school and its activities, and that there was a lack of co-ope-ration between the parents and teachers., It was agreed that to overcome this apathy and lack of co-operation the establishment of a parents’ association should be undertaken. This would enable children to have facilities not available through the Government. . , , The school, it was said, still needed a new dental clinic, an assembly hall, and a projector for visual education. The average roll number at the school was 481. „ Officers elected were: Messrs r. H. Dephoff (chairman), R. F. Downs, G. P Genn, D. J. Hawke, G. L. Hight (secretary-treasurer), C. Lee, H. iX Leech (deputy-chairman), A. Stewart. Messrs Hight, Dephoff, and Genn were appointed delegates to the School Committees’ Association. PAPANUI “One of the major drawbacks with swimming was the -apathy on the part of some parents in the provision of costumes for their children,” said the report presented at the meeting of householders in the Papanm School. Mr J. A. Gregor presided. The swimming season had, however, been fairly successful, about 30 children having learnt to swim short distances, the report continued. ; , The school roll number, which showed an increase on last year, .was ab Credits°of £26 2s lid and £Bl'l2s 4d were shown in the committee’s two accounts. PHILLIPSTOWN “We have not been backward in moving for a new infant block, though it may not be generally known,” said Mr T. W. Burgess, chairman, at. the householders’ meeting at . the Phillipstown School. Mr Burgess said-that the Hon. P. Fraser, as Minister for Education, had seen the present infant room and said that it was not _suitable, arid he had the building , of an infant block on an; adjacent sec- ; tion. There were difficulties in the way of this which might be overcome, said Mr Burgess The heating system in the school, building was also referred to by the chairman, who said that last winter the temperature in some rooms had been below ,40 degrees Fahrenheit at 9 a.m. This was: . because a secondhand boiler had been installed, said Mr Burgess, but it was expected that the position would be remedied before the, cold weather set in. A motion was passed deciding that a letter on the subject go from the householders’ meeting to the Minister "for Education,. “We have been agitating to have the school dental clinic made a- charge, on the Social Security Fund, and I think we are justified.” said Mr Burge. Hfe said that the committee’s efforts had not met with success yet,' but that; other school committees were going to take a firiri stand. The general account showed that in 1938-39 receipts of £446 left a balance of £33, and that in 1939-40 receipts of £482 8s lefUa balance of £-13. The special account showed that in

1938-39 there was a balance of £153 left from receipts amounting to £SOB, and that in 1939-40 the receipts, £6lO, left a balance of £lßl. The election for the committee resulted:—Messrs T. W. The chairman reported on progress during the year. The election of the committee resulted;—Mesdames D. Redmayne, B. MacE’arlane, M. Hurrell, J. H. Granam, jun., Messrs E. d’A. Smith, L. S. Woods, and one to,,be elected. RICCARTON Mr J. J. Keene was elected to the chair at the Riccarton meeting. Tlie report of tine chairman (Mr W. Cole) said ttiat tire year’s working had been very satisfactory. A pleasing feature was the installation of a dental clinic. Several other schools in the district had been approached seeking their co-operation in building the clinic, but no support was forthcoming. However, the committee had decided to take the full responsibility and the clinic building was now nearly completed and it was hoped that it would be in operation- this year. The finances were in a sound position and during the year the committee had raised the sum of £220. The committee- was elected as follows; Messrs W. Cole, E. Alloway, R. McConchie, N. Humm, H. Dawson, D. Irvine. C. Manson, W. Wood, and J. Taggart. RICHMOND Great improvement to the grounds was reported by the committee of the Richmond School. The grounds had been improved by public works labour and flower beds planted. Seats had also been placed in the grounds, and had proved of great benefit to the children. The school roll number was 278, compared with 345 at the end of last year. An arrangement for dental treatment was entered into with the East Christchurch School, and the combined committee had administered this activity successfully. The following committee was elected:—Messrs A. Greenwood (chairman), J. Alexander (secretary), R. Spooner (treasurer), and J. H. Campbell, C. E. Clarke, C. H. Davis, C. E. Harrall, E. McPherson, and M. Sears. SHIRLEY “At the School Committees’ Association meetings, your committee has consistently voted for the abolition of dental fees. We feel that this should be taken over by the Social Security Department,” states the report of the Shirley Primary School Committee, which was adopted last night, when 17 householders attended. The report stated that the clinic had given highly satisfactory attention to the children and that relations among the committee, parents, children, and the nurse. Miss Logan, had been very happy. The committee reported that after much thought and discussion, the request of the Bible-in-Schools League for permission to introduce Bible teaching in the school was granted. The finances of the committee had been carefully nursed, the report stated. The accounts showed balances of £43 15s 7d and £147 8s 3d. Congratulatory references were made to the work of the chairman, Mr S. H. Clothier, who did not seek re-elec-tion. Mr Clothier was a member of the committee for 14 years. The following committee was elected:—Messrs A. G. Christie, J. Yarr, A. Elliott, S. McDonald, J. Bradley (chairman), E. Burgess, B. C. Johanson. G. Greenway (secretary), A. W. Mitchell, and D. Stanley (treasurer) . SOMERFIELD The inadequacy of the incidental grant was the chief point emphasised in the report to householders in the Somerfield School district. It was stated that the No. 2 account was in a healthy condition,*-butithat the No. 1 account, on which the' Committee drew for incidental’ expenditure, had been drained too much. A special grant which, it had been possible to transfer to the No. 2 account relieved the position, but the committee must still press for a greater allowance from the Canterbury Education Board. Theschool suffered a severe set-back through its decapitation when the two upper forms were transferred to the South Christchurch Intermediate School. The loss of good teachers and the reduction in financial grants had also been a handicap, when it was considered that the school was virtually the same size, and the same amount of upkeep was required. The No. 2 account showed a credit balance of £2l 4s 6d. The following committee was elected: Messrs S. Milne (chairman), F. W. Harper (secretary and treasurer), L. K. Menzies, S. K. Barnett, R. H. Hayman, E. G. Oxenbridge. C. F. Webster, H. P. Tucker, W, J. Deans. SPREYDON “The school is equal to any in the province,” stated the report at the Spreydon School meeting. The roll had been steadily maintained at 230. The long-awaited dental clinic was erected, and was fully warranting the energy spent to obtain it. Tai Tapu children were taking advantage of the service, and if the Halswell children were brought into the scheme, it was likely that the nurse could be kept in full-time employment at the school. A special fund set apart from the ordinary accounts now held £IOO towards the cost of an assembly hall for the school. A notable addition was the purchase of 200 new library books and the school library now ranked with the best of similar school institutions. The No. 1 account had a credit balance of £ls 14s 3d, and the No. 2 account showed a credit of £74 10s sd, in addition to the £IOO in the other fund. Mr L. G. Ditford presided. The following committee was elected: Messrs W. J. Le Compte (chairman), J. Boswell (secretary), W. McDonald (treasurer), H. Sykes, A. Baker, J. McElroy, F. Walklin, W. Columbus; delegates to School Committees’ Association, Messrs Le Compte, Sykes, and Walklin; dental clinic committee, Messrs W. McDonald (chairman), H. J. Mackie (secretary and treasurer), L. M. Collins, Mesdames McKay, Cruickshank, Gee, Dittoed. ST. ALBANS “We believe that our pupils have derived and are deriving benefit from the supply of free milk, in spite of much criticism to the contrary, and we hope that in future every child in our school will enjoy the milk so supplied,” states the report of the committee of the St. Albans District School. “Perhaps in the future apples also may be supplied to the pupils in addition to the milk.” The year’s activities had called on the finances of the committee very heavily, the report stated, but the school, besides being very well equipped with classrooms, was one of the show places in the Canterbury district in its grounds. The school roll continued to increase and the present roll was almost the same.as when the school closed in 1939. With enrolments in the second and third terms, the numbers at the end of the year might constitute a record. The following committee was elected: Messrs C. D. Sheppard (chairman), L. J. Gillespie (honorary secretary), H. W. Hodges (honorary treasurer), S. F. Marshall. W. E. Olds, S. E. Penlington, L. Smith, C. T. Werren, and G. D. Wise. . - ' SUMNER The Mayor, Mr J. E. Tait, presided over the Sumner householders’, meeting. The chairman of the school committee, Mr L. H. Fee,, reported that the year had started with a credit balance of £26, and finished with a credit of £37, £ls having been spent on the library. The headmaster, Mr H. M. Stevens, also reported on the year’s work. The new committee is:—Mesdames L. R. Cant, D. Hoskyn, G. M. Petersen,

D. E. Wood, Messrs L. R. Cant, R. Day, A. I. Freeman, H. E. Kennett, L. H. Fee. SYDENHAM ' Mr -I. N. Fitzsimmons presided over a small attendance at Sydenham. The committee reported that it was still agitating for the demolition of the old wooden building and was assured of the support of the Canterbury Education Board. It was thought that with the establishment of the Christchurch South Intermediate School, the necessity of a manual training centre at the Sydenham School would end, but about 300 children from outside still visited weekly for instruction. It was very disappointing to note the lack of appreciation of the work of the dental clinic, added the report. The committee had been faced with the responsibility of making .good the deficiency shown in the balance-sheet, and with the charge amounting to only 2s 6d a child for a year’s treatment, the support given during the year was far below that expected. The financial statement showed a credit balance of £8 19s 7d. in the general account and. a credit balance of £lO6 2s lOd in the special account. The following committee was elected: Mesdames J. E. Rodda, M; G. Brown. Messrs W. A. Webb, A. E. Stone, H. J. E. Shatford, A. J. Rodda, L. J. Moore, L. G. Rack, and J, Hooper. Mr Webb was elected chairman, and Mr J. G. Brown secretary. WAIMAIBI ' Mr W. H. Holdsworth presided over an attendance of about 30 at the Waimairi School. The formation of a parents’ association, which had made a centennial gift of a moving-picture projector and screen to the school, were among the activities outlined in the annual report. Credits of £l7 3s 6d, £3O 19s 6d, and £BO 18s 2d were shown in the committee’s accounts. The following committee was elected: —Messrs F. L. Drury (chairman), P. A. J. Brown, J. Dailey, W. A. Johnston, M. K. Wilson, T. Williamson. W. H. Holdsworth, L. H. Halliday, and H. D. Brown (secretary). WALTHAM The opinion that a mistake had been made in the departmental regulation discontinuing individual children’s term reports was expressed by those attending the Waltham School householders’ meeting. About 20 were present. Mr A. W. Peterson presiding. Favourable comment on the milk-in-gchools system and on the new physical drill system was expressed in a brief discussion after an explanation had been given by the headmaster (Mr D. C. Brown). The average roll number at the school was 440. The following committee was elected;— Messrs A. W. Peterson (chairman), A. R. Hunter. C. P. Erikson, A. B. Besley. W. F. Cooke, A. H. Symons, E. V. Smith, S. Firth, A. Long (secre-tary-treasurer) . WHARENUI The meeting in the Wharenui district was well attended, Mr F. D. Sheahan presiding. The chairman reported that three open-air classrooms had now been provided for the infant department, and that they were ready for immediate use. It was hoped to have an opening ceremony very shortly. There had been some controversy as to the benefit of the milk scheme, but it was still being availed of by a large percentage of the pupils. The No. 1 account had opened with a credit balance of £63 6s Id, and concluded with a credit of £3B 13s lid, while the Nq. 2 account had decreased from a credit of £22 5s lOd to a credit of £8 3s 7d. The following were elected to the committee:—Messrs F. D. Sheahan (chairman), A. S. Richards, T. Metcalf, R. V. Hanna, E. C. Street, G. E. Drummond. D. E. Craighead, C. J. Jackman, and E. W, H. Prebble (honorary secretary). Messrs Metcalf, Street, and Drummond were appointed delegates to the Canterbury School Committees’ Association. WOOLSTON Support for the milk-in-schools scheme, only provided fresh and not pasteurised milk was supplied, was expressed at the meeting of Woolston householders. About 25 attended, Mr W. Howiey presiding. ; Speaking of the milfc-in-schools scheme, the chairman said that many noted English and other authorities had condemned the use of pasteurised milk, as pasteurisation destroyed the lactic acid and vitaman C—qualities which were essential to the children’s health. He would spare no effort, he said, to get a fresh supply from farms where herds were tested. The average roll number was 500. The following committee was ap-. pointed:—Messrs W. Howley (chairman), W. J. Knighton (secretary), L. Pearce (treasurer), L. Hall. R. McGhie, F. Pluck, R. H. Stapleton, A. Sarchett, T. Thompson. WEST LYTTELTON Complaints were made by the chairman, members of the committee, and several others, at a meeting of householders held in the West Lyttelton School, about the failure of the Education Board to complete the new school, and the state in which the school grounds below the new school had been left. The meeting decided to recommend the incoming committee to call a meeting of householders shortly as a protest, and that the member for the district, Mr T. H. McCombs, M.P., and the Lyttelton representative on the Education Board, Mr Spence, be requested to attend the meeting. The following committee was elected; Messrs J. Plimmer, L. Gilmour, F. Haling. F. Barrett, M. Samson, Mesdames G. Hay, and W. McGilp. Mr Samson was elected chairman and Mr Barrett was re-elected secThe balance-sheet showed the No. 1 account to have a credit balance of £25 18s 7d and in the No. 2 account a credit balance of £l7 11s 9d. . . WEST SPREYDON The Installation of a film strip projector was recorded as the most outstanding achievement of the West Spreydon School Committee in the report to householders. One school picnic was held to Diamond Harbour, but the second was forgone by the pupils to enable the projector to be purchased, and the school was now reaping the benefit in the wide scope of visual education which could be given. The finances were in good order with a credit balance of £lO 13s in the No. 1 account, and a credit balance of £22 14s Id in the No. 2 account. The following committee was elected; —Messrs C. W.
