CITY COUNCIL HOUSING SCHEME
LAND EXEMPTED , FROM s RATES WELLINGTON. August 31. “This bill concerns a pioneer scheme of home building in New Zealand,” said Mr R. M. Macfarlane (Government, Christchurch South) in movingthe second reading at the Christchurch ' City Empowering Bill in the House of Representatives to-day. The bill, which gives the council power to exempt from ratihg any areas of land used by it for housing aged persons, was put through its remaining stages and passed.' : Mr Macfarlane said that a survey showed that many pensioners were existing under deplorable conditions, and were being charged exorbitant rents for their houses. The Government advanced the council £25,000, and the first of the homes built with the money were? now completed, 16 married couples having been installed. The rents were 12s'a week for a two-unit dwelling, and 10s a week for a single unit. It was to erect more homes for a similar type at Addington,
